About

I'm a navigator. Where once I navigated aircraft over the open ocean, now I navigate the complex space between innovation and governance—helping shape how advanced technology serves society.

My career has taken me from tracking submarines to tracking satellites, from military operations in two countries to the highest levels of civilian space policy. I've been deputy sensor manager for the U.S. Space Surveillance Network, the first Air and Space Operations Attaché at the Canadian Embassy in Washington, and most recently, Associate Administrator at NASA.

I've spent my career operating at the intersection of technology and diplomacy—inside Canadian and US governments, across military and civilian agencies, bridging what's possible with what's permissible. Now I'm applying those lessons to the governance challenges of AI, quantum, and emerging technologies that will define the next generation.

I advise companies on international technology partnerships, serve as a Board Director at Arkisys, and am a Senior Nonresident Fellow at the Atlantic Council's GeoTech Center. I'm also focused on Industrial Diplomacy—helping keep allies and partners together while finding the right approaches to govern society-changing advanced technologies.

Canadian Embassy Washington DC

Military & Diplomatic Service

Served as the first Air and Space Operations Attaché at the Canadian Embassy in Washington, strengthening relationships amongst allies. My military career included roles at NORAD and USNORTHCOM developing policy and doctrine, deputy sensor manager for the U.S. Space Surveillance Network in Cheyenne Mountain, and service as a Navigator-Communicator on CP-140 Aurora aircraft.

Industry & Advocacy

Built global momentum for space sustainability as Global VP of Policy & Government Relations at Astroscale, providing regulatory certainty and mitigating space debris risks. Represented the U.S. satellite industry at the Satellite Industry Association, engaging with government and international stakeholders. Started a consulting practice focused on space sustainability and regulatory support for startup companies.

Government Leadership & Current Work

Served as Associate Administrator at NASA's Office of Technology, Policy, and Strategy (2023-2025), conducting data-driven analyses and providing strategic advice to agency leadership. Now working across a portfolio of initiatives: advising companies on international affairs and technology policy, serving as Board Director at Arkisys, contributing expertise at the Atlantic Council as a Senior Nonresident Fellow in the GeoTech Center, and engaging on AI and quantum governance.
